20 Chamber of Commerce will publicly elect a nominee for appointment by you to the Legislative Council. Election will take place not (repeat not) later than 20th April.
3. Not (repeat not) considered sufficient Europeen Unofficial J.P.'s in the Colony at present to justify election of nominee. Suggest you appoint in lieu one Member under paragraph 13 of Royal Instructions,

R.D. Gillespie of 1.0.1. and D.F. (7Erndale of Jardines regarded as the two ablest European Advisers. Most probably one or the other will be the Chamber of Commerce nominee. Recommend your appointee under paragraph 3 above should be whichever is not (repeat not) chosen by the Chamber of Commerce.

If the above appointments made on your arrival, you will have three Chinese and two European Unofficial Members, which can be regarded as adequate for the initial business of the Council, which is not (repeat not) controversial. In any case, European Members proposed are sufficiently reliable to avoid the risk of need to resort to your casting vote.
